I usually don't have any problems with clear coat in general, chalking would be weird in my opinion. BUT I do remember one time years ago when I used a crazy amount of clear over a porcelain sign and I had white discoloration in random locations. Thought I'd have to strip it, but when I let it set for a few months the white cleared up on its own, which was a nice surprise. I haven't cleared a porcelain sign in years though.
