What is best method to restore a brass gate valve on Fry 17? Paint it or sand blast and polish?

It is a matter of personal preference, but I personally like the antique brass patina and not the "polished" look. You can chemically strip any paint off and steel wool and clear coat.If you want to paint something...paint the handle black or red.It is usually the only part that is iron. Dave
