I have a tokheim 36B pump. In the wiring for the lights there is goop (from the factory) in there. Is there an easy way to get it out or just dig it out?

MAP or propane torch - outside!
Make sure to stand upwind from your parts.
This stuff is nasty and you don't want to breathe in the fumes.
Once it's clear, replace with new wiring and you're set.

Do it outside with a fan blowing the fumes away from you. You do not want to breath even a whiff of the vapors.
Put it in a camp fire, but don’t camp out there!
