Was also made to collect the used oil drained from vehicles up on a rack.
Most likely his is a Grease Gun, instead of an Oil Dispenser.

At $1500 he is Fishing for GOLD PLATED SUCKER FISH [just barley better eating than Grass Carp!]. Might sell for $350 & that's on the HIGH END.

I thought I've seen one of these before. I love this piece.
I wish the opening price wasn't so high as I would love to what it could sell for.
