The small town I grew up in (not too far from San Luis Obispo) had five digit phone numbers in the 60's... so, I believe this could be as early as 30's or 40's (since it has a four digit phone number)?

its a rain gauge. collectible, yes. valuable, maybe not so much. you're looking at a $20 item give or take (unless you find someone with a personal connection to that station)
