Ive found that if I don't bolt it in and someone pulls into the yard and they hit the pump its easier just to klean up the glass and tip the thing up again and forget about it till next time. Id hate to guess what they would look like if they were bolted down.

How big of a pad should I make? I don't have the pump yet but I was going to get it poured and dried out good before I start drilling when I bring it home
