Out of curiosity, how were the signs inserted in the metal rings on these types of curb signs? Specifically like the one in the picture. The bottom of the metal ring has two rivets that hold the bottom bracket together but the rest of the ring is solid. If the rivets and bracket on the bottom are removed, there's no apparent way to spread the ring enough to either remove or insert a sign without distorting the curvature of the metal ring. Just curious about the process that was used to put these together. Thanks.

I've had a couple variations of those. It's simply like screwing in a bolt into a nut. The ring originally would have been flexible enough to allow the sign to slide into the channel. It seats just inside the edge of the ring giving enough play to just get the sign inside without having to pry the ring apart beyond the metal bend point. At the factory they would have had a jig and orientation setup to align the sign correctly.
