Mary, as Ellen has stated; without photos showing the condition of the tank and the platform it is riding on. No one can give any kind of valuation....

A tank and wagon in excellent condition, will have a higher valuation than an exact same tank/wagon combo, that is in good condition. The same holds true; if one is comparing a tank/wagon in poor condition or a tank/wagon in marginal condition...

So, multiple clear photos from different angles is a must for any valuations....

Pictures will also help to determine if it's old, recreation, or is actually a water or honey wagon.

Here's Mary C's picture of the wagon in question.

The condition of the cabinet and whether or not the valves are still present will effect value. There should be provisions for transfer cans along the sides of the wagon. If it doesn't have racks or hooks for transfer cans it might not be an oil/fuel wagon.
Last one I saw for sale in Illinois was about 3 years ago and the asking price was $1600.

Here is one that sold earlier this year on Ebay. Better condition overall in appearance. Sold for 3800

Wagon that sold for 3800

Looking at the differences between oil, water, and honey wagons the water and honey have one large inlet pipe instead of the 3 caps on oil. Also I would suspect with some research the mfg could be ID'd due to the seat being integral to the tank design.
