I have a couple of quart cans that appear to be leaking oil. Is it acceptable to drill a 1/16 in. hole in the bottom and and drain my cans? Are drained cans less valuable than full unopened ones? Thanks for any help on this issue.

No, draining you cans won't hurt the value, however, leaving you cans full unitl they start leaking might.

you can use a drillbit like you said...I usually use a 16 penny nail and knock a small hole on each side of the bottom
