I am getting ready to paint a Wayne Model 70 pump. I am planning on making it a mobil pump, red sides and top with white front, but have seen photos with black bases - was this normal? or should I just paint it red?

Black.

IMO that looks more 'original' - and you can paint the interior black at the same time.

It may look nice with a black base, but IMHO, the original color is red.
The red and white Mobil pump should also have the Mobilgas Special ad glass and signs.
Mobilgas (regular) and Mobilfuel Diesel pumps were all red.
