If this was my sign. Once neon is complete and paid for and the total cost was $2000 I would feel it was fair.

I can probably get to the sign bought and the neon done for under $1000, but it does bother me that it is not a complete sign but still old and neat. any guess on age, I would say 40's?

I don't think it's incomplete at all.
Looks like it was used at a garage that offered motor repair and counter service.
