I had a porcelain champlin sign that had a banner like that. I don't know if they were meant to be together or not...

being dark blue, cities service is unlikely. i would say a car manufacturer... but dark blue could be anything, oldsmobile, buick, pontiac, de soto, chevrolet... from the size looks like a marquee that goes on a round 6 footer.
the text style made me think of Oldsmobile first...

It's 5 ft 4 1/2 " across the inside of the arch and the sign is 1 ft wide for a total of 7 ft 4 1/2" wide and he said it's 36" tall.

so the 4-1/2" would account for the seperation if the marquee was designed to attach via chain hooks... so a 5ft sign would be the ticket.
