I think it from the 30's. It is similar to a Maytag racer. I don't believe it was a kids car the pedals are to far away. If you look at the friction drive it even had reverse. The one wheel that's with it looks extremely small in proportion.

I have a 39 Speed King racer, similar size, mine was a 39 World's Fair car. Carnival car of some kind would be my guess and I think that wheel might not have been original, unless it's wider than it looks.
