The right thing to do here is call the local police department. They will send somebody over there to pay him a visit.
I had a similar situation happen to me, the police stopped by and I had a check about a week later.

Similiar or same sign is currently on ebay from a seller in Tulsa.
Collect small Oklahoma Oil Co.'s 1920's-1940's. Barnsdall, Cushing, Eason, Marland, etc.

Call the Police as they are the only ones that can make e-bay stop this and either get him the sign or his money back!

I finally received the sign after a lot cat and mouse game with him.
I sure have great connections all over the county. It a shame over $200 bucks what people will try to do.

There is a group of individuals in the Tulsa area that have been listing items on craigslist and ebay over the last several months. Same items, different sellers. Some listings have featured items that they do not own.
They are allegedly selling several items this coming Saturday through "Country Boy Auctions" of Wagoner Oklahoma. I speculate this will be an auction full of shill bidding and most of the offering will not formally change ownership.
Collect small Oklahoma Oil Co.'s 1920's-1940's. Barnsdall, Cushing, Eason, Marland, etc.

They have stuff listed on EBay, CL and Facebook that are in this auction. The auction company is new into the petroliana side. I don't know if the auction company knows what's going on. I plan on attending the auction to watch and see what happens. And the group your talking about one knows what he's doing is wrong and the other just doesn't know any better yet! I have seen pics of my oilzum sign on the one guys Facebook page.
