Paid for some Tokheim 36b parts 2 weeks ago. They never shipped them, and are no longer a registered ebay user. Don't know who the deadbeat is, but hopefully no one else will get taken by them if they use another ebay name. Opened a case, so hopefully will have a refund in a few days.

My understanding of a PayPal account is the seller can not remove or transfer the funds they receive until item is received by purchaser ? I am having concerns about a item I purchased recently from a "new" eBay seller, it is supposed to ship Monday now but was supposed to ship this Wednesday or Thursday...they did request the extra time and I agreed to it but I got worried and called PayPal and that is what they told me, hope It's true ?.

you have to have a back-up funding source too, if your paypal account is empty they will take it from there, whether it is a credit card or checking account.

I was told by fleecebay that if they are no longer an ebay user, it was out of their hands. I didnt get my money back and have been very apprehensive about buying there. I still look every day, and will buy, but not more than 50.00 at a time.

You should get your money back no problem. If the sellers account is no longer valid, sometimes ebay will put their hand in their own pocket and cover the transaction. Its all depends who you talk to at ebay. Once a case is opened the user will automatically get a negative balance on their Paypal account.
