Not 100% sure what this is. I do know that it is a gaspump and yes that is another pump behind it.

If you have my Gas Pump identification book, look on page 241, right hand bottom corner. What you have is a St. Louis 403 if it is a 5 gallon or a St. Louis 400 if it is a 10 gallon.
Identification guides like my book cost less than a good meal at Olive Garden. Don't leave home without them.

I was paging thru your book Jack, was in Rush pumps, had to stop information overload, hit refresh to see if anyone had it yet. Sure enough just a couple of pages and there it is. tt

Yes, that is the St. Louis 403, I have a 402. The 403's have the ears for the lights on the outside of the top, harder to find, and the absoulute heaviest pump I have ever moved.

Jack Sim Jack your book is fantastic! I have yet to find another with more pump information. Anyone entering this hobby ( as I just did ) has to buy this book! You won't regret it.
