Saw this for sale and bought it thought it would be cool to restore.
I guess its part of a wheel alinement rack that was in autobody shops. ? Original tin sign on front "help keep the highways safe".

I like Bear stuff, not only because of the body shop connection, but also the cool bear logo.
That looks like it might be part of a drive-over toe-in check gizmo. A plate on the floor had moving parts that could detect if front tires were pointed in different directions a little too much.
What measurements does it display inside the window?

I think is degrees in and out. Left to Right. (in- o -out)
There is a needle in the face that is connected to a rod running down the post to the bottom.

Sounds like a toe-in tester. Not really a good way to set toe-in, but a good quick way to sell an alignment job to a customer by showing possible tire wear from improper toe-in setting.

me thinks it is from a in the floor test station, in Illinois all trucks were tested for wheel alignment, brakes, few other safety items. Jim are you familiar with Belleville? Poelker's Towing on So.Belt west has/had one. tt
