I believe you are asking why the price is in 10ths?
My understanding for the 10ths. It's due to the state/federal taxes per gallon. States and the federal government impose taxes per gallon on all gallons sold for use on highways. The taxes were based on a tenth for this, a tenth for that, a tenth for Santa Clause . . .
But I digress. Taxes - nothing any more interesting. Just your government at work.
Later . . .

I think your right T-way, after we started gitting taxed on everything. but I have found receipts , price boards, and window price pages where the 10ths were used and I think taxes were started to help pay for world war 1 in what ??? 1913?? this is kinda fun.

My grandpa recalls (his dad worked at a gas station in the 1930's) that the taxing DID cause the tenths scale. The tenths scale was even used for competiton among stations back then. You have to remember that a penny was worth a lot more back then. But if Jed had 17.8 cents and Bill had 17.6 cents, Bill's station would get a lot more business.
Proof of tenths scales go back to those first few price boxes on visibles. And it shows up on every computer pump, too.
