If I'm not mistaken and I don't believe I am... The signs look the same, because they both are from the same "National Refining Company" out of Cleveland... http://enarco.com/home.htm

update...
went to Enarco.com
sent the following message to 'Ben' from the site:
does this sign have anything to do with 'National'? It is the same colors as my National White Rose Dealer sign.... just curious.....
his response: 'yes it is' Ben
man he just gave me a ton of info didn't he! needless to say I replied back to see if I could get any further info.
buddy of mine thinks it is similar to 'minute man service' signs....where full service attendant came charging out to your vehicle when you pulled into the station....
although I think Dick might be correct that it possibly hung near the restrooms in a cheap Mexican Restaurant!!!!!!!!
no really....I'm about 95% convinced this thing is 'National Refining' but would love to have proof....

well he responded back:
"It was a cost saving program used during the 1940's war years. There was a complete program of services and cost saving procedures. There were brochures and booklets and guides given out to help conserve materials, especially during the war years." Ben Eckart

Maybe the little "V" below Service is "V" for Victory? On a related note: I read somewere that an estimated 70% of old porcelain signs bit the dust in the scrap drives for WWII THANK YOU! to all you Vet's out there who made sacrifices so I could enjoy collecting old signs with English verbage!

looks pretty good hanging with the other 'National White Rose Dealer' sign....
you can really see the colors are the same when they hang side by side.
