I believe that this might be a Boyle Dayton with the Heart shaped rims.

Hello,
many thanks for all of the comments. yes that is the cart. I had heard from someone that it was called the Sweetheart Cart by Boyle Dayton, so that is why I had referred to it as such. Given the wheels it made sense to me.
