Are you allowed to pull a item at anytime? Even if it has a bid or two, or once it has a bid theres no turning back? thanks

Unless it has changed, you can pull an item anytime except if the item has bids in the last 24 hours before ending.

This may help a little. Ebay 2012 Fall Seller Update
When you list your items Auction-style on eBay, you should be prepared to sell the item to the highest bidder. Ending an Auction-style listing early once it has received a bid leads to disappointed and frustrated shoppers who may be less inclined to bid on auctions the next time around. Starting October 1, sellers will be charged a fee to end early any Auction-style listing that has received at least one bid. If the listing has a reserve price, the bid must be at or above the reserve price.
•Starting October 1, sellers will be charged a fee to end an Auction-style listing early if it has received a bid. •The fee will equal the amount of the final value fee had the listing ended naturally and sold for the highest bid received when the seller ended the listing.
•In rare situations, a seller may need to end a listing early, so the fee will be waived the first time a seller ends a listing early each calendar year. After this 1 time exception, a fee will be charged for any additional auctions ended early.

ebay's quest for MORE revenue w/ Requirement of PayPal/Credit Card accepting & Postage/shipping Fee has cost them more from LOST SELLERS/SALES. They only did $11.8 BILLION Last Year!
