So my brother in law picked this up for $5.

You are correct..... it is a pump face plate.

Universel is a Georgia based supplier of pump rebuild kits. They supplied complete reconstruction kits, including new sheet metal, to go around existing pump innards. In the 1990s they sold new complete pumps under their own name but could not compete in the marketplace. I was a Universel distributor in the early 1990s. Odd pumps.

Wayne, is there any way to tell what kind of pump this would be for? Is it part of a rebuld kit or from one of there originals?

I could be wrong here, but I believe that they made slight cosmetic changes to the pumps that they rebuilt to make it seem like it was a new and unique pump, and not just a re-skinned Bennett, Wayne or Tokhiem. That could have been Southwest, I'm not sure.

Take a pumpd door and hang it on the wall with this pump plate in place behind it, and you have a nice display!
To make it better, you could even make some small numbers to tape into the little windows!
