I am new here and actually found this site while searching for info on this. I did a lot of looking and Google and just couldn't find any info. It measures right at 20" across.

I actually just can't find any Union Oil Company pictures. I would like to see what the original colors of these are.

Would this have been orange or blue or does it matter?

It always seems like most curb sign bases were painted black, back in the day. When people do a resto and use them for display, they often use the company colors for accent!
