The ID plate on my pump motor shows Voltage: 110/230 and Amps: 6/3. Does this mean the motor is 110 or 230. I connected 110 to it and got no response, but the on/off switch may be frozen in the Off position. Or the motor may be frozen up. Any help would be greatly appreciated.

motor is a dual voltage, can be wired for either

There should be a wiring schematic on the motor somewhere showing which terminals are to be used for either input voltage. In other words it will be wired differently for 110 versus 220. You may be using the wrong terminals and that's why its not turning on.

Even if you get motor working, w/o fluid going thru meas. mech., it will not spin the VR.

My plan is to connect a slow turning electric motor directly to the bottom of the computer and simulate fuel making the computer turn. I wanted the motor to work just for sound effects, but may choose a recording of a motor and install a small speaker inside the cabinet. I also want to try and make the spinners spin inside the site glass with some type of closed loop fluid system and pump; not sure how much of a pump it will take to move the spinners inside the site glasses. Just 2 of my goals with the restoration.

Electric motor in a pump is almost as quiet as a ceiling fan. The motor you use to turn the VR will be Louder.
A swamp cooler pump is more than enough to spin the visi spinners.
