As the name says, for dispensing Kerosene. But could also have been used for any liquid that needed to be measured.
Mounted thru floor to small tank in basement or under porch.

Thanks Dick, this one came out of an old country store from a railroad ghost town somewhat near me. It was yes, mounted to the floor in the rear of the store because of the smell i'm sure.
