It is a 1902 Wayne General Store Pump for oils. The picture came from my new Gas Pump Identification book. I got everything but the drip pan. Jack Sim Author, Gas Pump Identification book (Revised) and Air Meter Identification book, both will be announced this week. Author, 1st & 2nd editions of Gas Pump ID book, 3rd edition is now available at www.gaspumpbible.com Air Meter ID book also available
