Yes...I've seen pics of these blank neon shields before with the understanding that the Pegasus' were separate signs applied to the shield, my guess would be to give the sign more dimension as they could be raised off the shield. I have never seen an original complete sign, only the blank shields offered for sale, so I have no idea which Pegasus signs go on these or how they were attached.
