I guess that when it all comes down to it we all have our own expectations of "ART."

After backpacking through Rome/Vatican/Pizza/Florance, I believe I saw art. After spending over 12 hours walking the halls of the Louve, I believe I saw art, but walking downtown St. Louis looking a steel beams piled on one another makes me believe I could go home, throw 15 old gas pumps in a pile and come up with a better piece of art, at least the people looking at it would recognize it as old gas pump, not old steel beams.

Urban real estate developer-dollars to donuts there's federal money involved somewhere. Not my cup of tea, but I do like the idea of preserving the gas station. I'd have to push the time envelope back several decades, though.
