OK I know it is a top from a Wayne 505 but what is the item mounted on top. Looks like maybe some type of spinner? It has a spring that slids on the shaft and maybe some parts missing? It appears to have been a Texaco pump.

Maybe it held a small ad frame that slid down on the rod. Could advertise sales or special promotions going on. Or a heavy duty rain guage mount. Just my 2 cents
