Believe these were used as an advertising insert for tire displays in front of a gas station or maybe inside the office area. Look to be "homemade". Found during a clean out of an old Phillips station back in the late 80's. Each measures 24" diameter which is just about right to fit inside the tire bead - material is wood and 3/8" thick.
