My brother found this and gave it to me. The guy he got it from said it was for a service station attendant for the old window towels to go in? I am not sure the part that bugs me is that it has no bottom. Any help would be great. Thanks Scott

I think its a dirty shop rag bin. Service picked up dirtys and left clean ones along with uniforms and rugs. It didn't need a bottom as they sacked them upon pickup. Or its a trash bin that had a plastic liner.

Shop bin used for oily/dirty shop rags or general trash. These were and still are used in hospitals/medical offices with liners for medical waste.
