is it typical to have color bleed to the back side of the pump plate like it this ebay item that is for sale. there is an ir, are they always in the same location also

Yes, that plate is original, and yes, it is common to have some blue areas on the reverse of originals.
In regards to the IR markings, it was on the right bottom point from 1946 to 1953, and at the bottom point from 1954 to 1960.
