Well .. it's a mystery to me! The picture below shows the "nozzle" side of a Gilbarco 96ER. The red arrow points to the nozzle rest and that shaft normally holds the lever that starts the pump.

The blue arrow points to another shaft (not accessible to the customer when the side panel is on). Behind it is a mechanism that can lock the pump start lever (or not)

I have no idea what that mechanism does, but, my best guess is that it prevents the pump start lever from turning the pump on unless the computer has been reset to zero.

If that's what it is, should there be a indexed shaft joining that second shaft (blue arrow) to the computer ???

Yes, you are correct, it is a lockout that prevents starting the pump without resetting the VR. Those I've dealt with were linked with gears.
