 TEXACO curb hanger?

so i have a Texaco gasoline price sign with multiple mounting holes around the perimeter, which leads me to believe it could hang and be allowed to sway in the wind (not rigidly mounted), but i have not ever seen one of these used as a curb hanger. Sure Quaker State has an awesome looking hanging sign, and i've seen others, but never Texaco. i'm interested in the frame if it is actually a curb hanger, but if not, i guess it goes back on the wall at the new place.
ANY clarification would be greatly appreciated!!

Those were almost always used as a curb sign, even the taller ones like mine...
