It's not that hard to report on this stuff.
Copy the auction number to paste in a form later.
Click on "Security Center" near the bottom of the eBay auction page.
Choose "Report Another Problem" and click the button.
Choose "Listing Violation" and click the button.
Then choose the multiple choice answer that most closely matches your concern. Follow directions.
You may have to paste in the auction number at the end.
I have seen this work to shut down scams many times. Maybe not as fast as we'd like, but it does work most of the time.
