I have been able to identify your pump as the Wayne Cut 207, which was introduced in 1919. It was sold as a curb pump with the ability to register 20 gallons per sale. It had a meter to keep the total number of gallons delivered. Wayne's ad for the pump claims that at the time (1919) the 207 was the fastest gallon pump being marketed, also this pump was marketer as an inexpensive pump. Your pump is missing a pipe that went up about 3' that the hose was attached to. In 1923 the pump was reintroduced with a visible attachment, the Cut 207-V.
