Muriatic acid was recommended to me for removing rust stains. It is available at hardware stores and is some powerful stuff. You need a mask to block the fumes. It worked great on several signs but then I had a disaster on a chevron sign where the acid essentially ate the gloss away. Terrible. I have also used an automotive rubbing compound to remove rust stains but it is a lot of work. When it came to scratches, I tried a glass polishing compound that was meant to take scratches out of windshield glass. I had high hopes but it didn't work.
