That sign actually isn't that rare. They come up for sale often. Don't hesitate to take the paint off with regular old paint remover, it won't hurt the porcelain. As far as value, the pot shots really kill the value of the sign. A $75 offer by a dealer isn't too bad. Try cleaning up the painted side and see if you can go for a $100.
