Hi Joy;What you have there is a licence plate attachment.It mounts via the slotted holes to the top of your plate, although many found their way on to bikes etc.
As far as I know Sunoco was the only gas company to allow you to customize your attachment with your own initials (monogram) or 3 letter message ( an early vanity plate?).There seems to be a great interest in attachments now as collectors enjoy the space saving qualities of these mini signs.I will not guess on their value or show my ignorance by trying to put a date on it.
