Up here there 8 to 10 feet long due to depth of shutoff for your house main because of the cold.

Valves on buried water lines are below the frost line so they don't freeze. Usually they are inside pipes buried vertically, with a cap labeled water. This tool, as others have stated plugs into the valve to open or close the valve. Still in use by the city I work for.

Black Widows love to live in the water shut off valve boxes here. That tool is very handy on the rare occasions it is needed.
