On the lower portion of the skin there are two knock out holes, I know that the larger one is for the drain back but what was the smaller one used for? Thanks.

I tried to find an answer for your question but none of my original Tokheim literature indicates what it is for.
But, if you would like an original or a copy of the Repair Parts Manual (this was the manual that was in the box with the pump when it was delivered, it is similar to the Owners manual that was included with the the new car your purchase) please check out:
