this milwaukee has a brass tube that raises and lowers.similar to a fry,byt with crank mechanism.the tube is stuck.whats the best way to free it up without damage?has been soaking in pb blaster for a couple of days.thanks mick

Probly hasn't been moved in 20-40+ years ! Hope you don't have to wait that long to FREE IT UP !

Make sure the lower unit is in working condition 1st. After removing cylinder, try a strap wrench to see if it will rotate any. It will take some time for the seals to soak-in the oil to loosen up.
DON'T GET IN A HURRY.
