It looks like the well pump my grandparents had on the porch in PA.
It looks like a hand operated WATER PUMP to me.

I agree with the others. Looks like a hand operated well pump to me. If you get it cheap enough they look good as decoration around the house. People also collect these just as we collect gas pumps.

well the handle is all wrong,but that is a trayhern carrige pump .this came out of a garage in lake forest il.given to me by a buddy who pulls out old tanks

If it was complete retail-painted for yard art would be about 140.00 around here. That one looks to be missing some stuff so dont spend too much. If the only thing missing is the flat bar that went to the plunger you could put a piece of flat stock on there for looks.50.00?
