I see no way that it was intended to be placed on a pedestal, based upon the construction. So I'm quite sure the correct answer is wall mount only.

I don't believe this particular unit was made to be mounted on a pedestal, but ECO did offer two different pedestal mounted 15s. They are shown on page 56 of my Air Meter Identification book.

I think I should add to the information about the meter. This meter is a depression meter. Meaning, it was introduced after the 33/37/38 ECO models, why, it was the depression, meters were not selling, so ECO decided to bring out a very stripped down meter. This meter originally sold for $33.50. It is very overlooked piece of mid-30s petro history (only because it is so plain looking).

So a 15s body would be different to accept a pole? While ignorant to ECO's I'd suspect a common body. I'm guessing a mounting plate fabbed up to a pole w/ base would make it happen.
