What company used this oil rack and was it attached to something as it has two holes on the bottom shelf.

Doesn't appear to be an oil rack. Looks like some sort of a merchandiser from a general store or a department store.

I just assumed it was an oil rack because it had oil cans on it and three cans per shelf very well.

If it is a oil rack it is probably a generic rack, sold to anyone who wanted to buy one.
