I got a DAVIS WELDING OHIO 5 gal station can few years ago and it has a brass tag on the lid chain that says "PENNANT 20"
I did some searching and found Pennant Oil and Grease in LA , Pierce Oil Corporation" of St Louis who sold "Pennant" gasoline and oils and PENNANT OIL CO out of Parkersburg, W. Va
Still have no clew what it is or what if anything it means.

Anyone have an idea what the tag is?

that's an old 5 gallon bulk oil can. the tag is to identify what was in the can looks like it was used for pennant 20 weight oil would be my guess.

You can rule out Pierce they had their own cans.
