Looks to me like those light shades have been added to the front and back not the sides. Could be the holes in what he's calling the sides are the meter window openings. I've seen some "farm" pumps that didn't have doors. You'd have to unbolt the sheet metal to service them. My guess is this is off of a pump thats built that way. What brand of pump? I don't have a clue.
