There are two sizes of the Sinclair funnels that I know of, one is for quarts, one is for 5 quart cans. I would guess that today they are worth $60-$100 for a very nice one. BIN for $999 is not in the ball park.

I think this guy has been watching shows like American Pickers and/or Antiques Roadshow and believes that he is sitting on a "gold mine". Or maybe someone tried to buy it from him already and when he wouldn't sell, the potential buyer told him that it was worth "Giant Bucks".

Looking at completed eBay items, there is one, not quite as nice as the one listed above that sold for $26 + 11 shipping.
They are cast aluminum and can be cleaned up.
In the past I have seen them sell in the $45 - $85 range with the 5 quart version bringing the top end.
