Looking for a sign expert who has a good condition zerolene sign to tell me if white flecking is supposed to be there ?? There is no chipping and it is smooth so it looks like the white dots were screened on ?

Appears sign metal was dirty when Blue screened on.
When thousands of signs or anything else are being made, there will always be a few mistakes made & not caught [U.S. MINTS, coinage & paper].
