I think all Wayne 60's are the same with the exception of wide or narrow as Dick mentioned. In my experience, they are all drilled and tapped the same but some have hinges installed & some don't. Am I right??

Correct Kevin. The mounting brackets are different for a VR vs Clock mech., bonnet, site glass manifold, inner bezel reflectors & base.

Looking at the face, do you need the left or Right rails for that side [2 of ea = all 4]

One interesting thing is the porcelain doors on this pump were neither hinged nor church key style. They were held on by the same bolts as used on the bezels. The rails are tapped for the same thread size. Anyone seen this before? And it's factory original.

Thats different? Never seen before. Almost sounds like the rails would be on a 60S.

There are a lot of unexplainable things that happened with pumps over the years as many parts were replaced with whatever was available and sometimes on assembly lines, things came out different than they were supposed to. Your 866 clockface should not have rails that are drilled and tapped. The frame rails on a 60S, had the lower section drilled and tapped to accept the lower cover below the display door. There are several ways to tell a display model from a reproduced one.
